Our Verdict
We love that CHBDC doesn't specifically allow men in women's areas, but no policy = no protection for women. The private cubicles don't really help as they are within the communal changing rooms, HBDC needs to manage the single occupancy facilities so they are clearly marked for gender diverse individuals.
